Summary of Draft Report on Urban Transportation Planning Challenges and Issues
This report presents a critical appraisal of needs, challenges, and opportunities for urban transportation planning and modeling for Indian cities. In particular, the influence of rapid and large-scale changes such as motorization, economic expansion, employment participation, and their influence on these travel dimensions are discussed. The key drivers of growth in travel demand include: increase in vehicle ownership, number of workers and increase in female drivers. Specifically, the implications of these changes on key travel demand decisions such as mode and route choice decisions of urban travelers in India are examined. In particular, key differences in determinants of these travel decisions between developing and developed countries are identified. This paper underscores the need to systematically capture several important features in the emerging scenario including mode choice dynamics, heterogeneity, and multi-modal analysis as well as route choice modeling under mixed traffic. The need to explicitly recognize tour-based and activity-based characteristics as well as inclusion of timing, spatial and dynamic characteristics are also emphasized. A number of interesting methodological, data-related, substantive and practical issues are articulated in this report to encourage further investigations in these areas. Finally, practical and institutional issues pertaining to planning criteria, evaluation of policies, implementation of TDMs are also discussed Insights and better understanding of these factors influencing mode and route choice decisions will play an important role in the prioritization of immediate and long-term congestion mitigation, capacity management, and demand management strategies. |
